Please read carefully. CEMIS is an official government staff application. It is provided for authorised employees of the College Education Department only. Using it to submit false or manipulated attendance is a breach of these terms and of your service obligations, and may lead to disciplinary action.
1. Acceptance of terms
These Terms of Service (“Terms”) form an agreement between you and the College Education Department, Government of Sindh (“CED”, “we”, “us” or “our”) governing your use of the CEMIS mobile application (the “App”, package pk.gov.sindh.ced.cemis_mobile). By installing or using the App, you agree to these Terms and to our Privacy Policy. If you do not agree, do not use the App.
2. Eligibility & authorised use
The App is for the exclusive use of officials, faculty and staff of the College Education Department and its colleges, acting in their official capacity. You may use the App only if you are an employee on the Department's records and have been authorised to access it. Any other use is prohibited.
3. Accounts & registration
- Registration requires verification against your official service record (including your personnel number and CNIC). You must provide accurate information and register only your own identity.
- You are responsible for keeping your login credentials confidential and for all activity carried out under your account.
- You must notify the Department promptly of any unauthorised use of your account.
4. Single-device binding
For security, your account is bound to a single trusted device. Moving to a new device may require re-verification. You must not attempt to circumvent device binding or use the App on an unauthorised, shared or compromised device.
5. Acceptable use
You agree that you will not:
- Use the App for any unlawful, fraudulent or unauthorised purpose.
- Falsify attendance or submit inaccurate records of your presence, location or activity.
- Use mock-location tools, rooted/jailbroken devices, emulators, or any method to spoof GPS, camera or identity checks.
- Impersonate another person or mark attendance on someone else's behalf without lawful authorisation.
- Attempt to gain unauthorised access to the App, its servers, or other users' data.
- Interfere with, disrupt, reverse-engineer or damage the App or its supporting systems.
6. Attendance integrity
Attendance recorded through the App relies on genuine location and facial verification. You acknowledge that the App applies geofence, facial-match and device-integrity checks, and that attempts to defeat these checks may cause your attendance to be rejected, flagged for review, or referred for disciplinary action in accordance with government service rules.
7. Privacy
Your use of the App is also governed by our Privacy Policy, which explains what information the App collects — including precise location and a facial image at the time of attendance — and how it is used and protected.
8. Availability & changes
We aim to keep the App available but do not guarantee uninterrupted or error-free operation. The App may be updated, suspended or modified, and features may be added or removed, at the Department's discretion and without prior notice. Some functions require an internet connection and up-to-date app versions.
9. Intellectual property
The App, the CEMIS name and logo, and all associated content, software and materials are the property of the College Education Department, Government of Sindh, or its licensors, and are protected by applicable laws. You are granted a limited, non-transferable, revocable licence to use the App solely for its intended official purpose. You may not copy, distribute, modify or create derivative works except as expressly permitted.
10. Disclaimer of warranties
The App is provided “as is” and “as available” without warranties of any kind, whether express or implied, including fitness for a particular purpose and non-infringement, to the fullest extent permitted by law.
11. Limitation of liability
To the maximum extent permitted by law, the College Education Department and the Government of Sindh shall not be liable for any indirect, incidental or consequential loss arising from your use of, or inability to use, the App. Nothing in these Terms limits any liability that cannot be excluded under applicable law.
12. Suspension & termination
We may suspend or terminate your access to the App at any time — including where you breach these Terms, leave the service of the Department, or where required for security or administrative reasons. Obligations relating to attendance integrity and lawful conduct survive termination.
13. Governing law
These Terms are governed by the laws of Pakistan and the applicable rules and regulations of the Government of Sindh. Any dispute shall be subject to the competent courts and forums of Sindh, Pakistan.
14. Changes to these terms
We may revise these Terms from time to time. The “Last updated” date above reflects the latest version. Continued use of the App after changes take effect constitutes acceptance of the revised Terms.
